This parchment had been cut out of a Torah scroll before the Nazis burned it in a synagogue and folded into a wallet. It measures 20 x 16 cm. and has two pockets. "

I've heard stories about those.
that needs to be picked up by the museum immediately. the holocaust museum in d.c. should be notified and the item purchased asap.
don't let the DC museum get it. they are the WRONG people.
Why a museum and not a geniza?
Why is this for sale on ebay in the first place and not just being buried in a Jewish cemetery?

Nazis used Torah scrolls for all kinds of purposes. If you go to the Jewish Museum in Frankfurt / Germany, you can even find envelopes made from Torah parchment.
Letters put in Torah envelopes were sent home to Germany from German soldiers stationed in Poland, Russia etc.
I just find it interesting. that its not by accident it says in those pesukim "Tzeddek Tzeddek Tirdof". Its clearly a tochacha from H-shem to be honest in our dealings bec. if not the reshaim will make the laws of evil.
